The reason they were over the limit is due to the farm bill stating .03% THC, without mentioning THCa as being included in that figure.
The USDA added figuring in of THCa and THC to get the actual THC level to their rules in October 2019. That rule affected many hemp farmers,as it did Bruce's crop, who's crop's came in under the .03% for THC, but they came in hot when the THCa was added to the final figures.
So, this has been explained by Bruce and it's not a mystery for the reason you are seeing other hemp flower or biomass COA's.
